Antique Fold Up Child's Scooter. Use the screws, shown in Photos 7 to 11 to unwind and open the scooter and then place the screw in lower centre. Also use rear wing, above rear wheel, to brake. Middle of handle is a lever to open/close (photo 5) and adjust height of handle.
